Authorities in northwest China\u2019s Xinjiang Uyghur Autonomous Region (XUAR) are holding around one-fifth of the residents of a village in the region\u2019s Kizilsu Kirghiz (in Chinese, Kezileisu Keerkezi) Autonomous Prefecture in \u201cpolitical\u201d re-education camps, according to officials.<\/p>\n

Beginning in April 2017, Uyghurs and other Turkic Muslim minorities accused of harboring \u201cstrong religious views\u201d and \u201cpolitically incorrect\u201d ideas have been jailed or detained in re-education camps throughout Xinjiang, where members of the ethnic groups have long complained of pervasive discrimination, religious repression, and cultural suppression under Chinese rule.<\/p>\n

An ethnic Kyrgyz officer at the Charlong Township Police Station, in Kizilsu Kirghiz\u2019s Akto (Aketao) county, recently told RFA\u2019s Uyghur Service that hundreds of residents of the town\u2019s Payiz village\u2014a Kyrgyz-populated area of more than 1,500 people\u2014have been sent to the camps.<\/p>\n

\u201cThere are more than 300 \u2026 they are all Kyrgyz people,\u201d said the officer, speaking on condition of anonymity.<\/p>\n

While some of the residents of Payiz \u201chave relocated to different parts of Akto county,\u201d most have been \u201cplaced in several camps\u201d in the county, he said.<\/p>\n

The Kyrgyz detainees are mixed with Uyghur detainees at the camps and can accept visits and phone calls from their family members, according to the officer.<\/p>\n

\u201cThe majority of them were sent for re-education because they had inappropriate content on their phones, and others for their involvement in very minor misdemeanors,\u201d he said.<\/p>\n

A staff member at the Akto county government office confirmed that Kyrgyz are being held in the county\u2019s re-education camps, but said he was unsure of how many.<\/p>\n

The ethnic Kyrgyz are a Turkic people who make up less than one percent of the XUAR\u2019s estimated 21.8 million residents and are largely concentrated in Kizilsu Kirghiz Autonomous Prefecture, along northwest China\u2019s border with Kyrgyzstan.<\/p>\n

The small ethnic group had traditionally enjoyed relative autonomy under Chinese rule until Xinjiang Communist Party chief Chen Quanguo was appointed to run the region in August 2016 and initiated harsh policies depriving the fundamental human rights and freedoms of Uyghurs guaranteed by China\u2019s constitution and regional ethnic autonomy laws.<\/p>\n

Since then, sources have told RFA, many have been sent to re-education camps for infractions such as \u201cgrowing beards, praying, or even owning a prayer rug or Quran [Islamic holy book] in their homes.\u201d<\/p>\n

While Beijing initially denied the existence of re-education camps, the chairman of the XUAR government, Shohrat Zakir, told China\u2019s official Xinhua news agency in October that the facilities are an effective tool to protect the country from terrorism and provide vocational training for Uyghurs. <\/p>\n

China\u2019s state media have followed Zakir\u2019s remarks with a massive propaganda campaign promoting the camps, while foreign reporters investigating Xinjiang have reported constant harassment by authorities. Uyghur activists called on China to prove the facilities are for vocational training by opening them up to visitors.<\/p>\n

Reporting by RFA\u2019s Uyghur Service and other media organizations has shown that those held in the camps are detained against their will, are subjected to political indoctrination and rough treatment at the hands of their overseers, and endure poor diets and unhygienic conditions in the often overcrowded facilities.<\/p>\n

Adrian Zenz, a lecturer in social research methods at the Germany-based European School of Culture and Theology, has said that some 1.1 million people are or have been detained in the camps\u2014equating to 10 to 11 percent of the adult Muslim population of Xinjiang.<\/p>\n

On Tuesday, Scott Busby, the deputy assistant secretary in the Bureau of Democracy, Human Rights and Labor at the U.S. Department of State, said there are \u201cat least 800,000 and possibly up to a couple of million\u201d of Uyghurs and others detained at re-education camps in the XUAR without charges, citing U.S. intelligence assessments.<\/p>\n

Citing credible reports, U.S. lawmakers Marco Rubio and Chris Smith, who head the bipartisan Congressional-Executive Commission on China, recently called the situation in the XUAR \u201cthe largest mass incarceration of a minority population in the world today.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"
