KUALA TERENGGANU: It is unfair to put the public solely at fault for the dengue outbreak here, say residents in hotspot areas.

Astro installer Nasri Abdullah, 37, said council workers rarely clear the drains and would usually trim the grass on their rounds.

“The council is also sambil lewa (lackadaisical).

“It’s unfair to just blame the villagers,” he said.

Woodshop owner Ramlah Salleh, 61, said the garbage men would not enter the small alleys of the village, leaving residents to take trash out to the main road.

As a result, many of the residents in her area resorted to burning their rubbish, she added.

The two Kampung Panji Alam residents, one of the 14 dengue hotspots here, were responding to claims by the authorities that the residents’ irresponsibility was the primary cause of the outbreak.

On Jan 13, Health Minister Datuk Seri Dr S. Subramaniam said Malaysians made little effort to help eradicate dengue-breeding sites but if they could change their attitude, it would help cut the number of dengue cases by half.

On Saturday, Terengganu State Assembly Speaker Datuk Mohd Zubir Embong said residents appeared sloppy in keeping their areas clean, and with some areas that had held gotong-royong programmes already having garbage strewn around again.

Kampung Nibong Village Development and Security Committee (JKKK) chairman Nik Mat Azmi Mat Abdullah admitted that garbage men were unable to enter the small alleys that were not built according to a lot-system.

“But don’t tell me residents cannot walk 200m to throw their garbage into the bins along the main roads?” he asked.

A check by The Star on villages outside the town centre like Kampung Nibong and Kampung Kubur Kecik revealed a web of small roads barely wide enough for a car to drive through and small drains in the are were often clogged with rubbish.

Contractor Mohd Zaid Ismail, 50, asked why the garbage men hired by the council did not enter the smaller lanes on foot instead as that would allow to do their job without any hindrance.

The Bukit Besar resident said fogging had been conducted in the area periodically but it did not solve the problem of mosquito-breeding sites.

Hj Losong JKKK chairman Roslan Omar, 58, said the stagnant water areas were no fault of the residents living in the area.

“It’s the new poorly-designed drains built on higher ground that caused water to gather around the old homes on lower ground,” he claimed.

He said the development had been going on for three years but the dengue situation only recently flared up.

Only three villagers fell sick last year, compared to the 18 so far this month, he added.
