The new format will saw the increase of 6 examination papers. According to the Malaysian Examinations Board (MEB) the new format will be tested to approximately 450,000 students in the next year.

Sarawak PAS expressed the view that the implementation of this format would burden the students having to face the additional paper that is not appropriate for their age. The teachers, of course, suffer from the increasing workload that had to complete various assessment reports to be filled in order to meet the overall assessment for the new format. Even the English language teachers is certainly given more stress to facing the preparation of English language test that will be divided into 2 papers later. Is it not enough with all experienced by teachers of science and mathematics at PPSMI before? There should not be any repetition on these obstacles.

This situation can also lead to more students a risk of a victim of experiments to the policy which seemed to only focus on increasing the number of ‘A’ only. This situation is not in line with the national education policy, which produce a balanced individual in every aspect. This implementation is also seen hastily without long-term planning. Not unlike the implementation of Form 3 Evaluation (PT3) which was announced in 2014 and continue to be implemented in the same year, giving rise to various problems and issues arising. In fact, that most teachers involved has not been disclosed clearly the formats rating and the assessment.

So, Sarawak PAS urges MOE to conduct the review in more detail in this regard. Certainly we do not want this policy to repeat history of PPSMI which has failed and disadvantageous. The MOE should be more focused towards filling values and skills that match with the current needs of the students. Appropriately the implementation of new policies should have a timeframe and focus group itself. For example, if you want to change the format of year 6, should be amended with effect from the year 1, 2016. Be aware that education is not a factory but is a process of human development.

Haji Aman Kiprawi
Sarawak PAS information chief

Malay Version

6A UPSR 2016 MEMBEBANKAN

The decision by the Ministry of Education (MOE) to implement a new format for UPSR in 2016 is seen to be burden many parties.
