{"id":24962,"date":"2014-08-07T08:22:39","date_gmt":"2014-08-07T00:22:39","guid":{"rendered":"http:\/\/www.buletinonline.net\/v7\/?p=24962"},"modified":"2014-08-07T05:25:29","modified_gmt":"2014-08-06T21:25:29","slug":"smes-choice-except-offer-bribes","status":"publish","type":"post","link":"https:\/\/buletinonlines.net\/v7\/index.php\/smes-choice-except-offer-bribes\/","title":{"rendered":"SMEs: No choice except to offer bribes"},"content":{"rendered":"<p>Small and medium enterprises (SMEs) have voiced concern over threats of stiff fines by enforcement officers who inspect their premises, leaving them no choice but to offer bribes to avoid unnecessary summonses.<\/p>\n<p>SME Association of Malaysia president Teh Kee Sin (pic) said many entrepreneurs had claimed that they were in perpetual fear of such enforcement officers, who tended to ask for bribes instead of issuing compound notices.<\/p>\n<p>\u201cFor example, a Health Ministry enforcement officer inspected the premises of our member entrepreneur recently and found an isolated incident where mosquito larvae was breeding in a tyre with a little rainwater.<\/p>\n<p><a href=\"http:\/\/buletinonline.net\/v7\/wp-content\/uploads\/2014\/08\/tehkeesin0608.png\"><img decoding=\"async\" class=\"size-full wp-image-24965 alignleft\" src=\"https:\/\/buletinonline.net\/v7\/wp-content\/uploads\/2014\/08\/tehkeesin0608.png\" alt=\"tehkeesin0608\" width=\"180\" height=\"229\" \/><\/a>\u201cThe officer immediately threatened to issue a RM5,000 compound notice and later offered the manager a \u2018deal\u2019 of RM400 to let the matter pass,\u201d he told a press conference at the Malaysian Anti-Corruption Commission (MACC) headquarters here yesterday.<\/p>\n<p>Teh, along with the Federation of Malaysian Hawkers Association president Datuk Lee Teong Chwee, had earlier met with the MACC to discuss a solution to corruption issues plaguing their members.<\/p>\n<p>Lee said about 90% of hawkers had at some point been forced to pay a bribe to avoid being fined by enforcement authorities.<\/p>\n<p>\u201cWhat I am most concerned about is that the officers threaten the hawkers instead of educating them on the do\u2019s and don\u2019ts.<\/p>\n<p>\u201cWe would understand if the hawker was a repeat offender, but most first-time offenders are unaware that they have not followed the rules,\u201d he said.<\/p>\n<p>Meanwhile, Teh noted that SMEs faced the corruption issue most frequently when renewing licences and applying to hire foreign workers.<\/p>\n<p>\u201cAs these processes are tedious, our members are often approach\u00aded by middlemen claiming to be able to speed up the process.<\/p>\n<p>\u201cThey claim payments of RM5,000 to RM6,000. This does not include the bribes the applicants have to pay to other parties.<\/p>\n<p>\u201cApplicants eventually find they have to engage the services of the middlemen. Otherwise, the task at hand seems to be never-ending,\u201d he added.<\/p>\n<p>Both Lee and Teh expressed hope to work with the MACC and other relevant agencies to address the matter and encourage those who had been threatened to lodge reports with the commission.<\/p>\n<p>Both associations have also joined the MACC\u2019s anti-corruption and integrity campaign, which will begin in Kuala Lumpur
